Three years after the October 7 massacre, the Gaza envelope has grown to some 66,000 residents, with more than 90% of evacuated residents back home and thousands of new families moving into the region.
Ahead of the third anniversary of the October 7 massacre, data from Israel’s Central Bureau of Statistics published by the Rebuilding Administration shows significant demographic recovery in the Gaza region, with the region’s population now about 10% larger than it was before the attack.
The region is currently home to approximately 66,000 residents, representing a net increase of around 5,000 people compared with the eve of the massacre. The growth rate is 2.5 times higher than Israel’s national population growth over the same period. More than 90% of residents who were evacuated from the Gaza region following the attack have already returned to their homes. At the same time, thousands of people who did not live in the region before the massacre have moved into the area.
Sderot, the region’s largest city, has grown to approximately 40,000 residents and now accounts for more than half of the Gaza region’s total population. During 2026, residents also began returning to three of the final five smaller communities that had remained largely evacuated.
More than 96% of Kibbutz Kissufim residents have already returned, while the return process to Kibbutz Holit and Kibbutz Kfar Aza also began over the summer. Residents of Kibbutz Be’eri are expected to begin returning toward the end of 2026, while the return of residents to Kibbutz Nir Oz is planned for 2027.
The government has set a strategic goal of doubling the population of the Gaza region by 2033. To support that objective and facilitate the region’s long-term recovery, the government allocated NIS 17 billion to a multi-year plan. By the end of 2025, NIS 11.6 billion had already been committed under the plan, including more than NIS 3 billion invested directly in rebuilding communities and providing interim housing solutions.
